The Institute of Cannabis Research (ICR) at Colorado State University Pueblo is Colorado’s statewide leader in funding, conducting, and disseminating high-quality, objective, unbiased cannabis research.
The ICR was launched in 2016 through funding from the State of Colorado (SB 16-191) and Pueblo County. In 2019, the Colorado legislature recognized and acted on the success of the ICR, and an identified need to increase the capacity for cannabis research in Colorado, by passing HB 19-1311. This expanded the role and mission of the institute to encompass cannabis research throughout Colorado by engaging all of its institutions of higher education.
The role and mission of the ICR is to conduct research related to cannabis, including clinical research, biotechnologies, clinical studies, the efficacies of medical marijuana, and economic development associated with cannabis in Colorado, and to publicly disseminate the results of the research.
To accomplish this mission, the ICR established a competitive peer-reviewed research funding opportunity modeled after the process employed by the National Institutes of Health (NIH). That model was successfully launched in the fall of 2020 with research projects beginning in FY 2021-22. The ICR’s research has been ongoing since.

Research is carried out at academic institutions, involving both faculty and students, and by qualified Colorado non-profit organizations, and collaborators worldwide. The ICR shares its research findings in peer-reviewed scientific publications, by sponsoring of the world’s leading international cannabis scientific journal, annual research conferences, monthly webinars, a newsletter, and more. The ICR is expanding the best quality, objective cannabis knowledge in Colorado and beyond.
